According to those documents:

The whistleblower told FBI agents that in 2017, then-Representative Schiff directed “all-staff” that they would leak classified information that was derogatory to then-President Donald Trump and that it would be used as part of efforts to indict him.

The whistleblower said he raised concerns that leaking classified information was illegal and potentially “treasonous,” but was assured by others in the meeting that they would not be caught because of legal protections for members of Congress.

The witness explicitly stated that Schiff authorized the leaking of classified information to the press, supposedly to shape the public narrative around Trump and alleged Russian interference.

The whistleblower’s description points to direct involvement by Schiff, members of his staff, and possibly other lawmakers such as then-Representative Eric Swalwell — identified in the documents as one of the officials present when the classified document was reviewed and its content swiftly appeared in media reporting.

The crux of the allegation is that the classified information was shared with reporters and external actors without proper authorization, and that such disclosures were part of a concerted political strategy rather than routine congressional oversight.
